Title: Assam–Arunachal Pradesh Border Dispute: Local Perceptions and Analysis of Durpai Village of Lower Siang District of Arunachal Pradesh

Abstract: Borders are not only geographical markers but also political constructs that shape governance, socio-economic relations, and cultural interactions. This study examines local perceptions of the Assam–Arunachal Pradesh border dispute with a focus on Durpai village in Lower Siang district. Tracing the issue from the Ahom period to the present, it explores the historical and political factors behind contested demarcations and their continued impact on local communities. Using purposive random sampling, the research captures both historical narratives and contemporary experiences of the villagers. The findings reveal that, despite ongoing cross-border exchanges of goods, services, and social ties, the absence of a settled boundary perpetuates mistrust, insecurity, and apprehension. The study argues that the dispute has far-reaching implications for peace, development, and inter-state relations, and emphasizes the need for inclusive and participatory approaches to boundary resolution.

Title: Between Tongues: Language, Identity and Three-Language Policy in Maharashtra’s Education System

Abstract: This paper critically examines the evolving three-language debate in Maharashtra through the lens of education policy, identity politics, and linguistic equity. While the National Education Policy (NEP) 2020 reaffirms the Three-Language Formula, its implementation in linguistically diverse states like Maharashtra has reignited tensions around regional autonomy, cultural identity, and language hierarchies. The co-existence of Hindi as a national language, English as a global aspiration, and Marathi as a marker of regional pride presents a complex dilemma for children, parents, educators, and policymakers. Drawing on media reports, state documents, and sociolinguistic theory, the paper explores the manner in which language functions as a site of negotiation between state identity, national integration and global opportunity. It further examines how caste, class, and geography intersect with language in shaping access to meaningful education. Arguing that language is never neutral, the paper calls for a more locally grounded, inclusive and equity-driven approach to multilingual education.

Abstract: Euthanasia, includes various forms of intentionally ending a life to alleviate suffering, stands at the nexus of law, medicine, ethics, and human rights. This comprehensive analysis delves deeper into the definitions and distinctions between active voluntary euthanasia, passive euthanasia, and physician-assisted suicide, providing detailed examples of their legal standing across different continents. It explores the historical evolution of the debate, from ancient philosophical considerations to modern legislative enactments and judicial precedents. The article critically examines the arguments advanced by both proponents cantering on autonomy, compassion, and dignity and opponents highlighting the sanctity of life, the “slippery slope” concern, and the potential for abuse. A significant portion is dedicated to the pivotal role of palliative care as an alternative and complementary approach to managing suffering. The complex interplay of these factors, especially within the context of evolving societal values and specific national legal frameworks like Canada’s Medical Assistance in Dying (MAID) and India’s passive euthanasia laws, underscores the enduring global challenge of balancing individual self-determination with collective moral imperatives.

Title: Examining the delicate distinction between Judicial Activism and Overreach: An Indian Context

Abstract: The Indian judiciary is the bastion of individual rights and of justice. It not only serves passively as the guardian of the constitution but also ensures being assertive and proactive that justice is realized and rights are upheld in the day-to-day lives of the general public. This avatar of the Judiciary is popularly known as judicial activism. However, given the thin line between judicial activism and judicial overreach the activist role of the judiciary is questioned and has sparked the debate to redefine the judiciary role for a very long time. Many times, it is observed that judicial activism is misunderstood and labelled as overreach. This paper, drawing the thin line between them, seeks to understand the proactive role of the Indian judiciary in the context of the recent confrontations between the executive and judiciary over stipulated time limits of assenting to a passing bill. It also, while cautions the judiciary in the areas of overreaching the domain of others sphere that is not effective for a healthy democratic governance in the long run, emphasize instead that the court should compel and make ground for the legislative and executive to overcome their inabilities to fulfil their constitutional role assigned.

Title: Gender and Party Representation in City Urban Local Governance: A Comparative Study of the 2017 Municipal Elections in Delhi and Mumbai

Abstract: This study provides a comparative analysis of councillor representation in Delhi and Mumbai, with a focus on two primary dimensions: gender and political party affiliation. Through the examination of electoral data, it evaluates the participation of women in urban local governance and the political distribution within municipal corporations. The findings reveal that both cities have a predominant representation of female councillors, underscoring the progress achieved through institutional reforms aimed at promoting gender inclusion. Additionally, Delhi and Mumbai exhibit distinct party dynamics; two national parties predominantly influence Delhi, whereas Mumbai operates within a coalition-based, regionalized political framework. These findings are contextualised within the broader concepts of inclusive governance and local democracy, providing valuable insights into the urban political landscape of metropolitan India.

Abstract: Gerusoppa is a small village in the Uttara Kannada district of Karnataka today. But it was the capital of Queen Chenna Bhaira Devi, the longest-reigning queen in India. The recent release of a postage stamp in the name of Chenna Bhaira Devi by the Prime Minister has given impetus to the writing of this article. Therefore, it has its own historical importance and has remained far from the pages of history like a leaf that has disappeared. Today, it remains a small village in the hills, whose population is decreasing day by day. This article is an attempt to reveal the brief history of this village with a study of Rani Chenna Bhaira Devi.

Title: Gherao: An emerging tool among law-makers in India

Abstract: The present paper is a study on the increasing but unproductive use of the practice of gherao which has almost become an accepted norms amongst the law-makers in India. Originally rooted in the labour movements of the 1960s as a form of protest, it must be conceded that gherao has increasingly become a normalized, albeit disruptive, tactic among Indian lawmakers. The study highlights how elected representatives—both in power and in opposition—have appropriated this confrontational method, diverging from traditional parliamentary norms and procedures. Based upon an approach combining content analysis of parliamentary proceedings, secondary sources, media reports, and government expenditure data related to legislative disruptions, the paper concludes that gherao is often employed to intensify political discourse and stall proceedings. Although gherao has intensify debates between those in power and the oppositions in India, yet the public exchequer has lost tremendously at the expenses of tax-payers and public funds undermining the efficient functioning of democratic institutions.

Abstract: The awards, achievements and recognitions of Indian women’s boxer Mary Kom are examined in this paper. She is an enduring champion in women’s boxing because of her hard work, perseverance, and the strength of self-discipline. In addition to being a six-time World Amateur Boxing champion, Mary Kom became the first Indian woman to win an Olympic boxing medal. Entitled to as “Magnificent Mary” or “Meethoi Leima,” she is a living legend who inspires young people and future generations who love to play boxing, regardless of gender. In conclusion, qualitative analysis will be the main substance of this paper.

Title: Role of E-governance in NEP 2020, e-Education Sector

Abstract: E-governance is the use of information and communication technology ICT for the planning, implementation and monitoring of government program, projects and Activities. E-governance is expected to help deliver cost-effective and easy-to-access citizen services, and improve the processing of transactions both within the government and between the government and other agencies. A period of Restructuring and revival of the government structure and functioning began in the 1990s s including efforts to improve the public distribution system of the state. The ICT has played an important role in the process of making government officials Accountable and effective in their work. E-governance goes beyond the computerisation of government functions and provides information on the basic functions of the structure, operation and functioning of all government. The national E-governance plan (NEGP), which is the flagship e-governance programme of the central government, was approved by the government of India in May 2006. Comprising 27mission mode projects (MMPs) at the central state and local government Level. But the number of mission mode projects is going to be 30, which are under process on the cabinet, where the education sector is one of them. Under the NEGP, the ‘state mission mode projects” and Land record, Road transport, property registration, agriculture Treasuries.

Title: Rural Development and Health Issues in Baksa District of Assam

Abstract: As part of the Bodoland Territorial Council (BTC) Accord, 2003, Baksa district was established on June 1st, 2004. It is located in the western region of Assam and has borders with Chirang in the west, Udalguri in the east, Nalbari and Barpeta in the south, and Bhutan in the north. Baksa District, Assam, is predominantly rural, facing multifaceted development and health challenges. With over 98% rural population, limited healthcare infrastructure, and recurring health threats like malaria and drought, the region requires targeted policy interventions. This paper examines demographic, infrastructural, health, and development indicators in Baksa, including healthcare facility distribution, human resources, immunization coverage, disease outbreaks, rural develop-ment initiatives, and recent disaster contexts. Using government data, news reports, and NGO project documentation, this study presents an integrated overview of rural development trajectories and public health challenges in Baksa, and offers recommendations for strengthening rural livelihood and health resilience.

Abstract: The commercialization of higher education, driven by neoliberal policies, has transformed universities into market-driven entities, prioritizing revenue over public good. In India, private institutions dominate enrolment, contributing to significant commercialization. This article compares the extent and impact of commercialization in India with the UK, USA, and China, drawing on policy shifts, statistical data, and academic literature. While commercialization has expanded access, it raises concerns about equity, quality, and the erosion of educational values. The findings suggest that, despite regional variations, the global trend towards privatization threatens the traditional mission of higher education, necessitating balanced policy interventions.

Title: Unfinished State-Making Project in Northeast India: The Cases of Manipur, Mizoram and Nagaland

Abstract: This work explores the unfinished state-making processes in Northeast India, with primary focus on the three most insurgency affected states of Northeast India- Manipur, Mizoram, and Nagaland. Although these states have formally integrated into the Indian Union, these states continue to witness contested claims over identity and territory. The demands for Greater Mizoram, Greater Nagalim, and the return of Kabaw Valley (Myanmar) to Manipur reflect ongoing dissatisfaction with existing political boundaries, which divided ethnic inhabitants in the three states bordering Myanmar. Recent political assertions by two Members of Parliament from the state of Manipur and Mizoram have reignited the debates, the debate over territorial connections between these states and Myanmar. This debate has produced a new agenda in the Indo-Myanmar relations. The current work argues that state-making in these regions remains incomplete, and remain much alive in the socio-political consciousness of the people. The paper highlights persistent tensions encompassing the three North-eastern states of Manipur, Mizoram and Nagaland over the question of national boundary, ethnic identity, and historical grievances.

Abstract: This paper presents a comprehensive theoretical exploration of the role of women entrepreneurs as custodians of cultural heritage in the context of Indian tourism. Adopting an interdisciplinary approach, the analysis integrates perspectives from feminist theory, cultural capital theory, sustainable tourism theory, and entrepreneurship theory. India provides the contextual backdrop, given its rich tapestry of cultural heritage and the growing involvement of women in tourism entrepreneurship. The paper argues that women-led ventures in tourism serve a dual purpose: they create economic opportunities and simultaneously preserve and promote traditional culture. By drawing solely on established literature and theoretical frameworks, the study delineates how women entrepreneurs leverage cultural knowledge and social capital to develop sustainable tourism businesses. Key insights highlight that these entrepreneurs often operate with an embedded social mission of cultural preservation, reflecting principles of sustainable tourism and challenging gender norms through their leadership. The discussion further examines public policy implications, suggesting that gender-responsive and culturally aware policies are crucial to support women in these roles. This theoretical analysis underscores the significance of empowering women entrepreneurs for the dual goals of heritage conservation and inclusive tourism development in India.

Abstract: यह शोध पत्र लोक सेवा की भूतकाल की कार्यप्रणाली का विश्लेषणात्मक अध्ययन प्रक्रिया के साथ साथ वर्तमान में ई गवर्नेंस को अपनाने से सरकारी सेवाओं के वितरण, प्रबंधन, सुविधात्मक,  सुरक्षात्मक व जनता में  विश्वसनीय परिवर्तन को दर्शाता है। आम नागरिक के लिए वर्षों पहले तक सरकारी निकायों के माध्यम से अपने कार्य करवाना एक भँवर से निकलने  जैसा था। कुछ दिनों के काम को कई महीने भी लग जाते थे | जन्म, जाति,व  निवास प्रमाण पत्र लेने के लिए कई विभागों के चक्कर लगाना, लंबी कतारों में लगना, सीमित जानकारी, गलत विवरण, भ्रष्टाचार, रिकॉर्ड की असुरक्षा, समय व संसाधन की बर्बादी आदि समस्याओं से गुजरना होता था। वर्तमान में ई- गवर्नेंस के माध्यम से सरकार, सरकारी कर्मचारी व आम जनता के लिए काम करना व करवाना काफी आसान हो गया है। अब सरकारी पोर्टल  24X7  खुले रहते हैं, जिससे जनता घर बैठे आवश्यकतानुसार किसी भी समय अपने कार्य को  कर सकती है। गुजरात, कर्नाटक, केरल, दिल्ली, मध्य प्रदेश, तेलंगाना आदि राज्यों ने ई- गवर्नेंस को अपनाने में पहल की है। भ्रष्टाचार को समाप्त करने,  पारदर्शिता, कुशलता व  जवाबदेहिता को बनाए रखने के लिए सरकार द्वारा अनेक प्रयास किये जा रहे है, जैसे कर  भुगतान के लिए डिजिटल प्रणाली, ऑनलाइन भूमि अभिलेख, उमंग, डीजी लॉकर, राष्ट्रीय ई गवर्नेंस की योजना, एटीवीटी (आपनो तालुका, वाइब्रेंट तालुका) जिसके माध्यम से एक ही स्थान पर  लगभग  150 सेवाएं उपलब्ध करवाना व  मोबाइल एप्स आदि के द्वारा अनेक सेवाएं प्रदान कर सरकार ने आम जनता के समय व धन  की बचत कर उनके काम को आसान कर दिया है, जिससे राष्ट्र प्रगति के पथ पर आगे बढ़ता जा रहा है और विश्व गुरु बनने का अपना सपना भी साकार किया जा सकता है |

Abstract: कोविड-19 वैश्विक महामारी न केवल एक स्वास्थ्य संकट थी, बल्कि यह मानवता और मानवाधिकारों की व्यापक एवम् कठिन आज़माइश भी बनी। इस शोध में वर्ष 2020 से 2023 के मध्य “डॉ. भीमराव अंबेडकर युवा जागृति सोशल वेलफेयर सोसाइटी” द्वारा किए गए जमीनी प्रयासों के माध्यम से यह दर्शाया गया है कि कैसे एक स्वयंसेवी संस्था (NGO) ने नागरिक अधिकारों की रक्षा,जन-जागरूकता और राहत कार्यों में प्रभावशाली भूमिका निभाई। लेखक ने इस संस्था में एक स्वयंसेवक के रूप में कार्य की शुरुआत की और आगे चलकर दो वर्षों तक जिला समन्वयक की भूमिका का निर्वहन किया। फील्ड डायरी, 55+ साक्षात्कार, व्हाट्सएप क्लस्टर डेटा और सरकारी दस्तावेजों के विश्लेषण से यह स्पष्ट हुआ कि लॉकडाउन,सूचना की अस्पष्टता,फेक न्यूज़, डिजिटल असमानता और वैक्सीनेशन झिझक ने समाज के सबसे कमजोर वर्गों को सबसे अधिक प्रभावित किया। इस अध्ययन के केंद्र में केवल आँकड़े नहीं, बल्कि वे चेहरे, कहानियाँ और संघर्ष हैं जो आँकड़ों के पीछे अक्सर छिप जाते हैं। महामारी ने यह सिखाया कि ‘‘अधिकार केवल संविधान की पंक्तियों में नहीं, बल्कि ज़मीन पर किए गए छोटे-छोटे मानवीय प्रयासों में भी जीवित रहते हैं।

Title: Some Neglected Empirical Regularities in Long Run Stock Price Behaviour

Abstract: The study attempts to examine previously unexplored long-run stock price behaviours, focusing on the convergence of stock returns over extended periods and the relationship between earnings fluctuations and stock prices. Using data from 2006 to 2024 across major indices in India, Japan, the UK, the USA, and the Eurozone, the paper analyses “running returns” and “holding period returns.” It finds that long-term holding returns provide a more stable measure of performance compared to short-term running returns, with significant convergence of returns and a very clear link between earnings growth and price appreciation over longer durations. The paper challenges traditional financial theories like CAPM and the Efficient Market Hypothesis, advocating for the inclusion of these long-term trends in investment strategies and theoretical finance. Documenting these long-term trends, the study enriches our understanding of stock market behaviour over longer periods and offers insights that could impact both theoretical finance and practical investment strategies. The research gives insights for the integration of these long-term empirical regularities into decision-making frameworks for investors.
